## Structural reading

The Linux Foundation transition is normalization, not proof of economic neutrality. x402 occupies the protocol layer; Visa ICC, Google UCP, and other routing systems sit above protocol choice. The protocol becomes load-bearing by becoming boring, while the routing layer retains the power to select paths and extract rent.
